RECOMMENDATIONS OF TOWN MEETING REVIEW COMMITTEE
IMPROVE EDUCATION OF TOWN MEETING MEMBERS ON BOTH THE PROCESS OF TOWN MEETING AND THE ISSUES TO BE DECIDED AT TOWN MEETING.
- Town Moderator and Town Clerk will hold annual orientation for current and newly elected Town Meeting members.
IMPROVE COMMUNICATION ABOUT TOWN MEETING TO SOUTH HADLEY CITIZENS AND TOWN MEETING MEMBERS.
- A Town Meeting Communications Advisory Committee will be responsible for improved communications to Town Meeting members. (Approved by Town Meeting 10/22/09) New By Law
- Utilize electronic communication for meeting reminders and Town Meeting materials.
- Publicize tentative schedule of budget meetings on-line as soon as it is known. Distribute in Town Clerk’s office with nomination papers.
- Require posting of minutes of all boards and committees on Town web site. New By Law
- Use Cable Access Channel to improve communication with South Hadley Residents and Town Meeting Members.
- Up to four members of South Hadley High School Student Council may be non-voting representatives to Town Meeting and recognized on Town Meeting floor.
IMPROVE ACCOUNTABILITY OF TOWN MEETING MEMBERS TO THEIR CONSTITUANTS.
- Town Clerk will publish attendees at Town Meetings on the Town website and make available to the public.
- Town Meeting members are encouraged to be available to their constituencies by providing telephone, email, and other contact information that will be posted on the Town website.
- Require all Town Meeting members to file nomination papers each time they run. Charter Change
- Ex-Officio members wishing to have a vote at Town Meeting must be elected as Town Meeting members. (Charter Change to be presented to Annual Town Meeting, May 2010, if approved, to take effect 2011)
IMPROVE OPERATIONS AND LOGISTICS OF TOWN MEETING.
- Town Meeting will be scheduled on two evenings: the second Tuesday evening in May and the second Tuesday evening in June. (By Law to be presented to Annual Town Meeting, May 2010, if approved, to take effect 2011)
- An Ad-hoc Town Meeting Review Committee will be appointed every five years and will include: the Town Moderator, one representative each from the Selectboard, School Committee, Appropriations Committee, Planning Board, three Town Meeting members and up to four citizens who are not Town Meeting members- report within 6 months. New By Law to take effect 2015
RECOMMEND TO SELECTBOARD TO REFER TO BY LAW REVIEW COMMITTEE THE MATTER OF EXPANDING ROLE OF APPROPRIATIONS COMMITTEE.
