South Hadley Elementary School Building Committee Announces December 11 Community Meeting and Approaching Milestone Submission to the MSBA
The South Hadley Elementary School Building Committee invites all community members to attend a
Mosier School Tour and Community Meeting on Thursday, December 11.
The tour will begin at 5:15 PM at Mosier Elementary School, followed by a 6:00 to 7:00 PM Community
Meeting (in-person or virtual). Residents will have the opportunity to learn more about the project process,
review emerging design options, understand preliminary costs, and ask questions as the project reaches
a key point in its planning timeline.
Project Update
The project team is preparing to submit the Preliminary Design Program (PDP), a major milestone in the
Massachusetts School Building Authority (MSBA) process, at the end of December. The PDP defines the
District’s educational goals, outlines space needs, summarizes existing building conditions, and evaluates
a range of design options for addressing Mosier Elementary School’s long-term facility needs.
The PDP submission will help guide the next phase, when the Committee, Mount Vernon Group
Architects (MVG), the District’s Owner’s Project Manager Skanska, and the MSBA will refine and narrow
options in advance of the Preferred Schematic Report in Spring 2026.
South Hadley was one of only 19 districts selected from 63 applicants in 2023 to join the MSBA’s highly
competitive grant program, reflecting the urgent facility needs at Mosier Elementary. The Massachusetts
School Building Authority (MSBA) is a quasi-independent state authority that supports communities
across the Commonwealth in creating educationally appropriate, cost effective, sustainable, and energy
efficient schools. The MSBA provides taxpayers with significant reimbursement for eligible school
construction costs and is funded through a dedicated portion of the state sales tax.
A Once in a Generation Opportunity
Built in 1969, Mosier Elementary has reached the end of its useful life. Through the partnership with the
MSBA, South Hadley has a rare opportunity to address significant facility challenges while shaping an
elementary school that supports today’s instructional needs and reflects the community’s vision for the
future.
